- Administers and coordinates the medical/psychiatric services for an assigned area.
- Ensures compliance with all medical/psychiatric policies, directives, rules, and regulations, and performance standards of the state, the department, the appropriate division, the institution or agency, accrediting bodies, and so forth.
- Ensures the proper conduct and management of an assigned area, the conduct of assigned employees, the care and treatment of patients to ensure quality services are provided, and is responsible and accountable for the delivery of direct treatment services to patients.
- Provides medical/psychiatric decisions and consultative and advisory services to medical/psychiatric staff and other personnel engaged in the care and treatment of patients, and directs the activities of these individuals.

- Responsible for developing the assigned area's basic policy principles, unified services, operation procedures, and formulation of goals and philosophy of care.
